I upgraded a 2-node CXN 8.6.2 to 9.0(1) and the Pub won't switch-versions.

Use RTMT to pull down the Install logs and you'll see the CUC version switch log.

Hello,
i am also facing same issue when upgrading cuc 10.5.1.10000-7 to 11.0.1.20000-2.
but when i try in my lab on single cuc server with same version it was working..
as now applying in live cuc cluster it is showing error!

Take a look at Table 3-1 Upgrade Matrix for Unity Connection to see that you are running into an L2 upgrade.
then it says this a little further down.
Caution In case of L2 upgrade of a cluster, do not restart or perform switch version on the publisher server before completing the upgrade on subscriber server otherwise cluster does not function properly.

I ran into this same problem, though not upgrading to 9, upgrading to 8.6.2.22900-9 and I followed the upgrade guide to the letter and also worked with TAC. I believe that upgrades post 8.5 to 8.6 no longer automatically switched version as part of the upgrade in an HA cluster. The error in the Install.log implied that the inactive version on the Sub didnt' match so it failed to complete the switch version command.
I ran the upgrade 2 times and the error is the same and there are no other errors in the install log.
I would recommend that you review your install as David suggests and also ensure you are not needing an intermediate upgrade of some kind (you're attempting a major to major release upgrade with out any COP or patched upgrade file) first,otherwise I would try installing the version on the sub.

If required cop files installed and DB replication is alright. Then try below method
We have faced similar issue, while switch-over from 10.x to 11.x (Unity)
while utils system switch-version, you get sync error and filed.
sync switch version failed
add following command on pub & sub CLI before switch-over version
utils os secure permissive
then run utils system switch-version
This will resolve the issue.
