Hi,
We have a CUCM 12.5 cluster both devices the publisher and subscriber is reporting high disk usage. I have ran the Cisco free common space COP file to no improvement. Both nodes are setup using one partition with each device provision for 110G. Since the devices are provisioned for 110G would the next step be to increase the VM disk space? Any direction would be greatly appreciated.

Increasing the disk space won't have any effect on the active or inactive partition. You only "enlarge" the common partition.
This is well documentated in the CUCM guide!

can you say which partition is in "High Usage" status ?
enter this commands >> Show Status + Show tech runtime disk

you can not do anything about "Active" partition..
unfortunately it is what it is -_-
i have many project which their "Active" disk usages are on 70% to even near 90%.. and they have good performance so far..
but about "Common" partition, you can do some workarounds to free up his space..
1- execute "Free_Common_Space" COP file (which you did it..)
2- manually delete some files with RTMT and other ways (see below links for more info..)
