I want to build a CUCM 15 test lab to test our recording interface against the latest call manager. Is there a trial version for CUCM 15 or is there another way I can test against CUCM 15 for compliance

There is no trial version of CUCM.
Once you install the server, it will run in evaluation mode for 90 days if not licensed, as mentioned by @Roger Kallberg . After 90 days, the system will switch to enforced mode, where you cannot make any changes, but the existing configuration will continue to work.
If you need to extend the evaluation period, you can rebuild the server from a backup. To automate the installation, use the AFG method, especially if you need to reinstall multiple times for extended testing, doing so every 90 days as needed.

You’ll get a 90 day grace period when you install CM.

You can download the bootable image from Cisco MCE Portal if you have a Cisco order placed. From software.cisco.com, you can only download the non-bootable image, which can be used for upgrades. This requires a valid contract for download.
