Hi heba00001 ,
I have the same issue, when you installed device pack 9.1(1)(21033-4, did it allow the Cisco 7821 phones to be added?
I would appreciate if you can respond since you will save me some time of having to upgrade to 9.1(2).

Thanks for the feedback. The only thing now that is still preventing me from using the device pack is the support for the 7811 phones. Did you have any of those installed?

There is nothing to look at it. The 9.1.1(21033-4) device pack will not allow the support for 7811 phones on CUCM version 9.1.1.20000-5. You will need to upgrade the CM to 9.1(2) and then apply the latest Device Pack available i.e., 9.1(2.15109) to get the option for adding 7811 phone.
So if you have 7811 phones as well in your setup that I am assuming you have, upgrade to 9.1(2) and apply the latest Device Pack then which is 9.1(2.15109) instead of applying the 9.1.1(21033-4) device pack on current CM version

Adding Device Pack is not going to help.
You need to upgrade Call manager to 9.1.2 .You can check datasheet under Call-control support for CUCM

@Aman:
You are correct in saying that 9.1.2 natively will support 78XX IP phones as per the below document:
http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/compat/matrix/CMDP_BK_CCBDA741_00_cucm-device-package-compatibility-matrix/CMDP_BK_CCBDA741_00_cucm-device-package-compatibility-matrix_chapter_00.html#CMDP_RF_C2DC6BBD_00
However, installing the 9.1(1.21033) Device Package on CM 9.1.(1) will allow the support of these phones without upgrading to 9.1(2) as well.
