We are supporting a CUCM Cluster 1 Pub + 2 Sub And a UCCX HA Cluster ....

Where we are planning to move these CUCM 11.5 & UCCX 11.5 server cluster on new UCS server ...

1. we are going to install servers on new UCS with Same IP addess

2. And then plan to restore the DRS backup from old servers

My query is do we need to involve Cisco Licensing team for this movement from old hardware to new hardware

As for CUCM, if you use a standalone PLM, there should be no need if you followed the best practices and configured a static MAC address.

If you use a co-res PLM and it doesn't use a static MAC, then you'll need to reach out to licensing to have them re-hosted.

Why not just move the virtual machines?  ideally using migrate (cold vMotion) feature if you have vCenter, if not SCP for example.  Much quicker than install new servers and restore from backup as that also would require you take production servers off line to avoid IP/hostname conflicts.
