CUCM BLF

on Cisco CUCM I want to make two cisco IP Phone extensions a BLF for a chairman phone, one of them as I configure it as BLF when I called it from the chairman's phone it sounds like a busy line, while the other one has no issue with BLF.
btw both extensions have the same configs. 

The CUCM cluster is 12.0.1.22900-11 Unrestricted

Maybe I’m missing something here, but a BLF is no more than a speed dial that monitors a director number. You cannot call to a BLF as such as it doesn’t have a number. If you explain what you want to accomplish then maybe we can help you out?

@Roger Kallberg is correct that a BLF is just a speed dial that monitors. So, if Line A on Phone A can't call Line B then it is likely a PT/CSS issue. Try picking up the phone where the BLF is not working and simply dialing the number in question. I'm guessing it will not work. 

Verify the CSS configuration on the two phones with the BLF feature.

If i understood correctly you added two BLF speed dials buttons on chairman phone.. Now from Chairman's phone when you press the First Button it doesnt ring the extension configured  and when you press second button it ring the extensions assigned.

As @Maren Mahoney  asked did you tried calling the extensions directly from the phone ? is this working ?

As other peers explained BLF is a just a speed dial with Busy lamp, so you can monitor those extension and call them by pressing the button.

That's right, I assigned two IPTs as a BLF and just one of'em works, and yes I called directly from both phones to it does work. 
but BLF is not working on one phone however they have the same configurations. 

Please share screenshots of the complete configuration of both devices and their respective directory numbers and the BLF SDs.

If i understood correctly, Your BLF is not working. Check configured SUBSCRIBE Calling Search Space.
