CUE redundancy - possible?

I have a customer that is insisting to deploy CUE/SRST at a site but on two routers in a redundant scenario for 400 users.

So they want CUE/SRST for 400 users and they want it on two routers in case one fails the other one can take over all services for all users.

I can't find anything that says this is possible for CUE.  Can anyone point me in the right direction or tell me it is not possible?  I can imagine scenarios where it might work with a ton of extra licenses (400 in each router) and a bunch of copying of users. But I still can't see how any recordings would be synched without daily manual intervention.

There's no redundancy for CUE, it's just as you mentioned, you'd need someone to do all the syncing manually.

How can you syncing manually  ? with backup ?
