I found we may allow users to tranfer their calls in CM or UC, is it different?

UC will use it it's own Restriction Tables to block outgoing calls/transfers. This feature is utilized for Toll Fraud prevention.
In the end all call processing routes through CM. Initially it will go through UC then to the CM and GW.

Generally, voicemail systems are restricted from making external transfers for security reasons.
While you may allow a user to set a call forward all either place, doing it through CallManager is generally less restrictive.
