Enhanced licenses are assigned when there is either no user associated with a device, or if a user is assigned to only one or two devices. Once you hit three, the license is pulled from CUWL. So it may be that your users have only one or two devices assigned or that you have not yet assigned users to devices.
If your users are only assigned one or two devices, this is CUCM trying to use the 'lowest' license possible to have a user in compliance. You will notice that while they are assigned an Enhanced License, the ELM pulled the license from the CUWL bucket.
So if your users are not associated with devices, do that. If they are associated with devices, you can see who is associated with what in the license menu in CUCM. In CUCM you will see the difference types of licenses and a link to the usage. If you click on the link you will see the users who are using a particular type of license, and you will also see any devices not associated with a user.

Device/User licenses like CUWL/Enhanced are permanent.
SMARTNet is a contract and does have to be renewed periodically. Check with your Cisco account rep on your options there. In addition to SMARTNet on gear, there is another variety of service contract on software (like CUCM) that allows upgrades as well. I am not well-versed in this area, but your account rep should be able to explain it. Or perhaps someone else on this forum can chime in.

There is no need to renew your endpoint licenses if you still have perpetual licenses. All currently sold licenses are apart of the FLEX program, so they are subscription based. However with both the older and newer licensing schemes there is the part of support options that needs to be renewed at the time of expiration. This could be annual or longer time frame. The support part gives you the right to upgrade your system to a later major version and get support from TAC.
