doing a recovery on a cucm with publisher and subscriber

my subscriber cucm is having issues and im planing to do a recovery of it , but im wondering should i shutdown the subscriber or let it runnin

What is the issue?

You state your subscriber is having issues, how does the publisher play into this as you listed it in your title?

it is a cucm 9.1 which hasn't been used for a very long time , when i try to log in the publisher i get a "data communication error" and i also get when i open ssh a "read only" issue , also the command utils dbreplication runtimestate gives bunch of errors

sounds like your issue is with your publisher and not your subscriber?
Would be great if you post screenshot of the errors you are seeing and output when you issue commands so we can get a better idea of what's going on.
