Emergency Responder - Issue with Audio Playback

I have integrated Emergency Responder 1.3(1)A with both CCM 4.13 and 5.04 and have had a specific issue with Audio notification. CER calls the appropriate users for a particular ERL but the "ER lady" had already spoken her message before the user has a chance to answer the phone. Simply hitting any key on the phone keypad other than # (which disconnects the call) replays the message and gets around the issue. We have trained the users to go ahead and hit any key to hear the message but this seems like a bug. Anyone seen this or know of the fix?

I have a CER 1.3(2) with CCM 4.2(3)sr1a that seems to be doing the same. If the call is answered immediately, no prob. If you wait till the second or third ring, there is a chunk of the wav file that has already played.

Did you ever get an answer to this? I've got a customer that is trying to forward CER notifications Offsite (to a Cell) and they are having the same issue.

Symptom:

CER Onsite alert receives dead air

Conditions:

CER 1.2(3) or 1.3(1a) with Onsite Alertees through external gateways

(cell phones etc)

Further Problem Description:

CER Onsite Alert mechanism has no voice detection and plays audio

immediately after a connect state. In Skinny devices this is an

issue with voicemail and was worked around by adding the RETRY

COUNTER to the PlayMessages.properties file. This workaround also

works for gateway users.

This issue is different and unique due to the PSTN factor. PSTN

connection adds unknown delay to the equation. The default retry

counter is 1 which all but completes speaking before the external

phone (cell phone) is connected. The user hears dead silence, does

not get the message, feels that CER is broke. If the user thinks

enough to hit asterisk (*) then the call repeats.

This is a specific problem to PSTN because of the fact that we cut

through audio at the CALL PROCEEDing stage with gateway calls - both

H323 and MGCP. When audio is cut through (be it via

StartMediaTransmission or whatever the trigger) CER starts speaking.

Workaround:

Set the rC-RETRY counter in the PlayMessage.properties file to value

greater than 1
