It has to be Jabber. Jabber for Android has a special device type in call manager (skip the cop file portion if the CUCM is 10.x) (Most important, device name must start with "BOT.." and special "sip profile" must be created with specific timers in call manager
Official config guide:
Jabber for Android is very specific to Phone types (Not all android device or android OS has been tested)
Also make sure that Ports are opened (in the above link). Especially 8443 and 5060 in the firewall (if any) between Android device and Call manager. RTP Ports must be open between Android Device and the other end point such as another IP Phone.

You cannot register Android natively without a softphone running on top of it, i.e. Jabber or other 3rd party SIP. Install Jabber for Android on your phone and build Android dual phone in CUCM. Here is an example step by step, though this is somewhat dated:

Not sure if you can add it without Jabber, I suspect you may be able to add it as a Third Party SIP device and register using an Android SIP phone application using some digest credentials.
I would go down the Jabber route however as you will then get features like Transfer, Hold etc.

This looks like perhaps this is Mobile Voice Access (MVA) configuration which allows anyone to dial in and do dial-via-office type of calling.
