jabber cannot control deskphone

Hi All,

CUCM Version 11.X

IM/P Version 11.X

Jabber version 11.6

Jabber for windows not able to move to Deskphone mode ,Gives me error "Unable to connect  CJ:109:3" ,

Logs attached 

Configuration:

-> UC service

CTI service 1 :FQDN(primary) and port 2748
CTI service 2 :FQDN(secondary) and port 2748
CTI service 3 :FQDN(Ter) and port 2748

->Service Profile
CTI:
Primary `: CTI service 2
Secondary: CTI service 3
Tertiery : CTI service 1

-> Cisco IP phone 7942

Owner ID "User ID"

Checked : "Allow Control of Device from CTI".


-> The end user id

Controll Device:
Cisco 7942(added)

Primary Extension :

Cisco IP phone extension number

group permissions included;

standard CCM end user.

Standard CTI enabled.

Complete these steps in order to resolve this problem:

Ensure that your Jabber-enabled PC is able to download a file from the TFTP server (Callmanager).
Enter the Tftp -i <cucm ip address> get <SEP>.cnf.xml command from your PC in order to download the TFTP file. In this instance, the name of the phone device is SEP, which is the MAC address.

Note: In order to ensure that your PC has TFTP-client enabled for Microsoft Windows, navigate to Control Panel > Program and Features > Turn Windows features on or off, check the TFTP Client check box, and click Ok.

If the file does not download, ensure that Windows Firewall or Physical Firewall do not block your access to port 69 or the Jabber application access. In order to ensure this, navigate to Control Panel > Windows Firewall > Allow a program or feature through Windows Firewall, and check the Cisco Jabber check box.
If the previous steps do not resolve this issue, log in to CUPS and navigate to Application > Legacy Clients > Primary TFTP. You must populate the TFTP address for the Primary (at a minimum).

Also check the CCMCIP and TFTP profiles in the IMP server. The CCMCIP profile assigned to the user in IMP has IMP ask CUCM what devices the user controls so those devices can be displayed in the Jabber client.
