Outbound Dialer Personalized Callback is not working

I was trying to setup a personalized call back for an agent campaign. I have answered the call from Finesse and clicked on Callback and gave the time. I'm not receiving the callback.
I was struck where to start the troubleshooting and started with checking the Personal_Callback_List table. The table is blank. The callback entry I created previously by selecting the time was not getting saved.
How do I fix this?
