Registration IP-phones through VPN

Hi guru
I need advice.
My 99xx successfully registered and working in my LAN.  There was an additional task to use the some phone remotely through VPN  .
Network team  builds VPN with microtic devices.. I successfully register skinny and ATA devices on remote location. But 99xx don’t want register.
I attach wireshark dump from phone and I think the problem in VPN configuration in IP-fragmentation.

Wireshark > 10.128.8.11(8.12)-cucm; 8.16-tftp ; 7.12 -phone

What I can recommend for the network engineer?

Are you looking to utilize phoneVPN with any connect built in client or is the phone behind a VPN device that connects via site to site VPN?

If the phoneVPN then you need cisco ASA/IOS router with proper licensing and configuration as well as applicable phone VPN config on CUCM, there are many docs explaining it, here is one:

Not resolved ((

99xx have not received config files from TFTP. I think this VPN issue.

Maybe size MTU ...
