The CRS Administration Authentication web page is not available

I've tried the troubleshoot guide to restart node services.

but the CRS admin page still cannot be displayed. 

Pls kindly advise for other possible solution.

Is your CRS able to communicate with CUCM ( JTAPI Service Provider ) ?

Did you try rebooting the CRS if the service restart didnt help ?

the CRS can communicate with the Call Manager which reside in Linux server

while the CRS is in Window Server 2003.

I've tried to rebooting the Server but still unable to display the page.

oops, then the CUCM-CRS compatibility must be checked. Could you check the compatibility yourself or post the exact CUCM & CRS versions, so that I can check it.
