If I try to log into CUPC from my Windows 7 computer, CUPC spits out the error "Unable to connect to the server." in red letters (see attache image of error message).
If, however, I attempt the identical login with identical credentials from the Windows Server 2008 server, the login completes with zero issues.
The CUPS server version 8.5.4.10000-16 is able to ping the Windows 7 laptop.
The Windows 7 computer is able to ping the CUPS server, and the Windows 7 Firewall is turned off. I have rebooted the switch, the Windows 7 laptop, and the CUPS server all to no avail.
The attempt to log in from the Windows 7 laptop is only attempted while the Windows Server 2008's CUPC is completely logged out.
Can someone please kindly help me with this issue?

Are you able to ping the CUPS server from the Win 7 PC by hostname (not FQDN)?
This is usually a DNS issue, even if you specify the server by IP it needs to resolve the server name in the background.

I appreciate your help Aaron.
I had already removed DNS reliance by going to SYSTEM>Cluster Topology and selecting the server. "Name*" was changed to the public ipv4 ip address of the server.
Therefore, there is no hostname to ping (only the ip address).
I have since also tried to log into CUPC from a remote Windows XP virtual machine that is at another site attached by a site to site vpn. The login was just as successful using the IP address as was the login from the local 2008 server.
My therefore humble opinion is pursuading me to believe the root of the problem stems from the laptop (the only device out of the three with the issue). I do not know how to fix it though. I remved CUPC and reinstalled it, but I still get the same error.
I will be happy to take any additional advice or direction as this has left me at a stand still. I do have a work around, but I still would like to have a solution in place in case I face this issue again in the future.

Have you checked the CUPC logs?
They're in the user's profile folder, I think CUPC has a problem report option you can use as well.

Hi Edward,
What CUPC version are you working with? Thi same error happen to me a month a ago...first it was a CUCP version problem, then it was a DNS mitmach between CUPS server name and CUCM Server application name.

The CUPC version is 8.6.3.20802. Is that the same version you were working with? It is working on two other computers (2008 server and XP virtual machine computer - just not the Windows 7 computer). When yours had an issue, were you able to get it to perform on other devices?
