Unity Connection Cluster Secondary Server Ports in Service

We are working on upgrading a Unity Connection Cluster and migrating to new hardware.  I have noticed that only 4 of the ports on the secondary node show in service.  It displays the correct total number of ports, I have checked CUCM and all 16 ports for both servers are registered.  I am have verified within Connection that ports are enabled and setup to answer calls, but for some reason only 4 ports show in service.

Any suggestions would be appreciated.

Reset the port group in CUC.
Are you still using SCCP between CUC and CUCM? If yes, I would advise you to change to SIP.

As @b.winter  mentioned, reset the portgroup

As @b.winter advised moving to SIP integration with CUCM is a recommended practice. This is because SIP does not require voicemail ports.
Additionally, SIP integration is considered to be more reliable and easier to troubleshoot.
