Unity forward message

Customer has Unity 7 and when they forward a message inside Unity, you can press ## to change between dialing by name or extension, dialing by name works just fine.  When you try to dial by extension, every extension you dial comes back as invalid distribution list.  Can't seem to find where to change this setting?  Anybody got any ideas?

Well I think that I found part of my problem, but if anybody knows a way around this it would be great.  The customer is using 2 digit extensions and from this forum, I'm seeing that extension 1 through 20 are reserved for private lists.  https://supportforums.cisco.com/message/367502#367502
