running 4.2 unity. Only a few users currently have this issue.

are these users hosted on the same exchange server as others which are not getting this error ??
The most common cause for this permissions. Re-run latest permission wizard and ensure that you select all message stores which has VM user accounts

I found out that several users were moved to a different location in exchange. I deleted the user in unity and re-created the user and it still not working.

Is the different location in Exchange a different mailstore? A mailstore created after the last time you ran PW? You will need to run PW again. The newest version for the version of Unity that you are running.

Did you ever ascertain the root cause behind why messages we unavailable? The reason is that I have recently come across this issue for a few users, and although I have re-run the permissions wizard and selected all mail-stores I still have the problem.
Even after deleting and re-importing the account after the wizard has been run the problem is still the same.
