I am looking to configure a phone in CUCM so that the user would NOT get a dial-tone when picking up the handset and would have to choose line 1. This is in a public area of a cognitive care unit of a hospital to make it harder for confused patients to dial out.
This seems like a straight-forward setting but I have not been able to find out how to accomplish this. I was looking at "Always Use Prime Line" and "Auto Line Select" but they only seem to refer to incoming calls.

Configure the phone with no DN on line 1.

Hmmm....Possibly the easiest and most obvious solution will be the most brilliant. I have tested this out on a 7942 phone and it worked fine. I don't have a spare 8811 to try it on but will assume it will work the same.

So this works fine for a multi line phone but is it possible with a single line phone like a 7811?

I don't think so.

It won't work on an 8800 or any other sip phone for that matter. SIP phones won't register without a line 1 dn.
