There seems to be an issue with CIMC lockups on C-class servers ,it has been mentioned that you can access CIMC from the CLI of the ESXi of the host machine and possibly reset ,is this true does anyone know and if so can the same be done on C-class ?

It depends on the firmware version you are running.
If you are able to ping the CIMC, but not able to SSH/HTTP, you could be running into this CIMC memory leak defect

yep that's my issue ,problem is getting someone half the world to power it down tied in with an hours downtime ... if there is any other way ???

Unfortunately, there is not. You'd have to get someone on site to plug those power cables off and plug them back in.

I have been told this is possible in B-class servers ,do we know if this is correct ?
