I opened a case with vmware about performance of a w2k8 r2 vm. Vmware support made the following statement.
"first, the power usage on the vm CPUs seem to stay consistently at the 1064GHz range. The host you're using has the following CPU's: Version: intel(R) Xeon(R) CPU E7- 4870 @ 2.40GHz"
Running 2.0 (3c) Bios cpu performance is set to enterprise. Power capping is set to a priority of 5. Could the B440 performance be affected and throttling power based on the power capping value of 5. How would I find out?
Thank you

Hi,
Could you pleae give us more details?
What kind of performance issues can you notice on this host?
How many power supplies do you have installed in the chassis?
How many VMs are you running on this blade?
Do you have power cap set up per blade?

Yes I had mentioned that a power cap value of 5 is set in the bios. Cisco came in and did the install. So I am not sure why they would have set this value. There are two power supplys in the chasis.
Is there a way to tell if it hitting that value of 5 and thus affecting blade and vm performance?
