There's no slider bar. I do have 10GB SFPs, and 10G twinax cables, but I really wanted to split the traffic- have FC for storage and 10G ethernet for data, and keep 1G ethernet for management.

This port is a native FC port (not FCoE).
It's F port, therefore the fabric interconnect is in FC switch mode ?
Port is enabled.
What is the peer ? Netapp FC storage controller ?
This must be a trivial physical problem; SFP's, cable ?

Yes, the peer is a NetApp Storage controller- FAS2650 using 16GB SFP.

Can you please check events and error log on the UCS !
Is the SFP for 8G FC a Cisco branded ?
I would login with CLI, and do all possible "show interface fc ..." commands

The SFP is Cisco branded.
The show interface fc under fc-storage scope just shows link down

I've removed the vsan 2001
I'm just not getting why the FC-FC communication is happening. I flushed out all configurations relating to the SAN, but nothing. I've checked the FC port modes on storage, all set to target mode.
I'm at a loss here.
