I have a working UCS infrastructure and will be adding a new type of blade server. Was advised to use UCSPE to model out the service template building and hardware profile adding processes.
I performed a full-state backup of my production UCS and saved that on the local drive of the computer that has the VMplayer and UCSPE virtual Machine installed into it.
How do I get the backup of my production UCS into the UCSPE? If there is a way to 'import' the full-state backup will this provide all the inventory information needed to mirror the production UCS or do I have to set up the inventory manually first?

Hello,
UCS PE does not support import and export of full state UCSM configuration.
From release notes
-------------------------
http://developer.cisco.com/web/unifiedcomputing/ucsemulatordownload
Cisco UCS Platform Emulator does not support full- state back up or restore configurations from within Cisco UCS Manager.
------------------------
Please load the hardware inventory from the live UCS system and then configure the service profile in UCS PE to test necessary requirements.
Please refer to " Importing the Equipment from a Cisco UCS Domain " section in UCS PE user guide.

I cannot figure out how to communicate between my UCSPE running in a VM Player and the live UCS. How might that be done? Or am I simply out of luck?

Did you try following the steps in the user guide on importing hardware inventory from live system ?

I am running UCSPE in a VMware Player and cannot ping the production UCS. Therefore I cannot connect via HTTP or HTTPS to get the configuration. I am not experienced with VMware Player to know how to traverse outside the player to the "real"network to access the live UCS. Any advice appreciated.

What is your VM network configuration in VMware player ?
Try NAT option and check the network connectivity from the UCSPE
