UCS C220M5S Enabling SR-IOV for ESXi 6.7u3

I'm trying to enable SR-IOV to work with the following setup:

• C220M5S
• Onboard NIC is the Intel X550T dual port adapter
• ESXi version 6.7u3
• Latest HUU applied to all firmware (shows 4.1.3c in CIMC)
• SR-IOV is enabled under the PCI settings in BIOS

I've selected the two adapters in vSphere, enabled 64x Virtual Functions and rebooted. Even after a reboot though (including CIMC remote power off/on) ESXi shows this status: Enabled / Needs Reboot. What am I missing here?

I dropped the number down to 32x VFs on each and rebooted. This solved it.

I'm surprised 64x wasn't accepted because according to the spec for the X550 at Intel, the card should support 64x per port.
