UCS CIMC web cannot be opened

Haven't seen this exact issue without there being an issue on the local network (cabling/MTU/dupe-IP/etc).
Are the two CIMCs (working and non-working) in the same network/VLAN/switch?
There is one known issue with MTU differences and PMTU typically when using VPN tunnels but that usually only impacts the Web GUI (full MTU packets) and not SSH (<<full MTU packets).

Does the non-working work if you connect a laptop network connection directly to the CIMC (remove upstream )?
Does the non-working start working if the server is power-drained (remove all power cables from server for 30 seconds)?

Our two be6k servers on the same network, we can ping two servers,
the two servers on the other site no manage by intersight,
I alse use ucs_ipmi_tool on esxi, but it show "Get Device ID command failed".
and we'll try to shutdown the server and remove all power cables from server for 5 mins,
hope this can resolve the cimc problem.
