I would appreciate it if anyone could inform me about a direct upgrade path for the ISR 4451 IOS from version 16.9.4 to 17.12.4.

I noticed the same issue after performing the PCD migration from version 12.5su2 to 14SU3.  suspecting the bug  CSCwm59881   VMware Installation shows -1 vCPUnull post upgrade to 15SU2 instead of OVA supported value in GUICSCwm59881
