Let's talk both the part's.
Control Plane - Active HSRP is responsible for responding ARP.
Data Plane - Both router will be active to forward data traffic .

Reload is not required for sure , but you need to looks at routing protocol this will be system wide change and if MTU on other side mismatched might cause issue.
