Hope it's not too late - just as additional info - from 17.3 version you can have functional, non-SDA embedded WLC on 9300 Catalyst, for single site deployments. HTH,Dragan

Nothing strange for this catalyst serie...you can find a lot of answers online related to that problem - I think that even cisco somewhere stated that observed utilization on 2960x series is correct and that it is normal behavior.BTW it's a huge diff...
