Hmm.. It turned out to be the pattern itself, which is weird. It had to be changed from 9.1[2-9]XX[2-9]XXXXXX to 91.[2-9]XX[2-9]XXXXXX Discard Predot. Why would it differ since we are using the 9.1[2-9]XX[2-9]XXXXXX on our main site?
