I have a similar situation as yours. From logs, I can see the CPL kicks in but no effect. Did you find a solution?

I understand that you WebEx can make calls to internal extensions and you want to use the country code to make external calls. You will have to handle the + in CUCM. Please check the following link. https://supportforums.cisco.com/discussion/12438371...

I managed to solve it. I believe it was due to similar login conditionals that I made when first installing the MediaSense. I re-installed it and I made different logins for OS administrator and application users and that solve it.
