I'm sorry I didn't post back. Yes, I had the DN command, and at some point reconfigured without it. I don't remember what I changed for SIP, but it then wasn't working until I added the DN back.
I removed load command, "no create profile", replaced load command, and "create profile" no errors on re-create. Phone still will not register. I'm getting a 400 bad request on sip, but it is still making its requests to the CME.

I was able to enter the phoneload reference and tested it out. Here is the config, and the debug output. it looks like the phone config files are not being generated by the router. I'm posting this here, as I continue to research.
