As a previous poster said, look for ACLs in the RTP path. This has always been the cause of a successful call setup with silence on our network.

Wich protocol are you using SIP or H323? you may investigate the codec negotiation between calling and called party.

Hi, i'm using h323, and the codec is g729r8 and i'm sure that both ends are using the same codec..
Thanks,
