spa303 reboot after Checking DNS

I now have 2 spa303's 1 new one that was previoulsy installed which do the following

splash screen

Initialzing network

Checking DNS

Reboot

If I push menu while on the first screen I get the menu however it reboots before I get down to 14.

I have tried also hitting menu then 14 and it asks if I want to save.  Hitting Ok does not seem to work.  

Do I need to RMA these?

What kind of phone system are these phones registering to?  This sounds like a corrupt configuration file.

I was able to get one of the phones to work.  The other one does not take any key input.

It is registered to a metaswitch.

The other phone may be stuck in a reboot loop.   I would open a case with TAC and RMA it.
