SPA3102 not picking up a call if CID blocked

I have two SPA3102s on two separate PSTN lines which are at the same SW and HW level and configured identical  and one of them  refuses to recognize an incoming call if the sender has blocked their CID.  If a CID is send the SPA3102 recognizes the incoming call.  If have swap the SPA3102 and the problem moves with the SPA3102 device.  Any suggestion on what my be going wrong?

What is the firmware version running on your SPA? Can you add the config and a trace of anonymous incoming call?
