UC500 - Restrict calls to a list of numbers

I would like to restrict outgoing calls for a certain user to a list of numbers that I create.

you can use class of restriction (COR) list through CLI.

I did use them and they worked. It would be nice however if I could restrict calls to a list of numbers and not have to make a dial-peer for each number.

As alternative to COR, you will need a custom TCL/IVR script to do that.
