Interesting ! Well if there is a way to debug lldp you can try that, it’s a standard protocol, so if it’s self developed the code should have followed the protocol. So debug or trace should show step by step exchange and May be give more information about the issue.
additionally you can connect the AP to a any other standard vendor switch to rule out faulty AP and cabling issues.

OK. Is it possible that the AP hardware problem(POE or Chip) ,by the way.

i can not say that for sure.
any device thst supports poe over lldp will send following values
Power Type: PSE or PD
Power Source: Normal or back-up power conservation
Power Priority: Critical, High, Low
Power Value: 0 – 102.3 Watts (0.1 W increments)
is it possible that AP does not send in this case, yes. is it possible that ap does sent thag and your custom router/switch has no way to interpret that, yes. how would you know without ability to capture some packet of debug.

thats why i said to eliminate AP or cable issue connect it to a standard vendor switch.
