3802e upgrade Errors

I have a Cisco 3802E running 8.2.151.0  I wan to upgrade it to AIR-AP3800-K9-ME-8-10-130-0.

AP Running Image : 8.2.151.0
Primary Boot Image : 8.2.151.0
Backup Boot Image : 0.0.0.0
1 Multigigabit Ethernet interfaces
1 Gigabit Ethernet interfaces
2 802.11 Radios
Radio Driver version : 9.0.5.5-W8964
Radio FW version : 9.1.8.1
NSS FW version :

I have tried the following commands with the same result:

ap-type mobility-express tftp://192.168.255.209/AIR-AP3800-K9-ME-8-10-121-0.tar

archive download-sw /no-reload tftp://192.168.255.209/AIR-AP3800-K9-ME-8-10-121-0.tar

When it boots, it throws and error about imaging signing, then boots the original image.

Checking image signing.
Image signing verification failure(-2), not allowed to run...
Trying alternate partition part1
UBIFS: mounted UBI device 0, volume 0, name "part1"
Loading file 'part1/part.bin' to addr 0x02000000 with size 18653031 (0x011c9f67)...
Done

I think that upgrade path is not allowed. Upgrade first to 8.5.161.0 and then to 8.8.130.0 and lastly to 8.10.130.0 (out of my head).

Yes it is very clearly stated in the ME instructions: https://www.cisco.com/c/en/us/td/docs/wireless/access_point/mob_exp/810/user_guide/b_ME_User_Guide_810/appendix.html although that is also bit out of date (still refers to 8.3)
If you face issues with converting the AP software to a Cisco Mobility Express software, upgrade the AP CAPWAP software to the latest AP software version ap3g3-k9w8-tar.153-3.JD.tar. Now, you can convert the CAPWAP software to the Cisco Mobility Express software AIR-AP2800-K9-ME-8-3-102-0.tar.
So get the AP onto the latest equivalent CAPWAP image and then try the conversion to ME.
