5520 8.5.140 and tacacs+

We have the IP addresses of our ISE (tacacs) servers correct, the key is correct, the wlc is listed in the tacacs network devices, but we cannot get the management users to authenticate against the tacacs. Only users in the local database can remote into the 5520.

Have you added and placed Tacacs+  correctly in  "Security - Priority Order - Management User" ?
