9800 Wireless controller , how Access point know which policy need to select while joining

I have configured a 9800 wireless controllers

we are connecting some Access points and Flex connects access points.

>> I have a doubt about how the local access point selects the policy while joining with a controller.

For example:

In the access point, i have manually configured the ip address

Frist -> its tries to reach controller 

second -> how it will select the policy ???
