At least one AP is upgrading image, download cannot start

Trying to perform a code upgrade on our WLC but receive this error -

At least one AP is upgrading image, download cannot start

I don't see any of the AP's in the download state either viewing through the GUI or CLI.

Has anyone run into this before ? Any suggestions ?

You've got no choice but to reboot the WLC using CLI.  The command to forcefully reboot the WLC is "reset system forced".

Just check under Wireless > All APs option in WLC GUI, there you can see that which AP is downloading image.

Issue has been reported on some 7.4 and 7.6 codes where the controller will prevent rebooting
thinking one (some) of the AP's is in downloading state even when there are no AP's that show stuck in this process.

To fix this, I had to do a forced reboot on the controller using the command “reset system forced”.

Our controllers are in HA mode so I than forced a fail-over back to the primary.
Once completed I was able to upgrade the controllers.

I run into this issue a lot lately and it's due to an AP that has failed to pre-download in my case.  Typically it has been with 2602's that have an issue with the pre-download.  Usually I would find the failed ap and reboot them, reboot all the AP's or use the "force" command if you really need to reboot the WLC.
