Solved.

This tutorial is a walk through of how to install Service Containers on ISR 4K routers. The containers are essentially KVM virtual machines. This tutorial will cover the commands needed, how to import that machine and how to configure the networking on the system to connect the virtual machine to

  - Post the ap boot process and check the logs on the EWC too when the access point tries to join.

Based on the title I suspect the answer here was that WS-C3850-48P cannot run EWC so there is no way a 9120 could ever join a WS-C3850-48P.  EWC is only supported on (some) Catalyst 9xxx APs and on some Catalyst 9x00 series switches for SD access (fabric) only (no more standalone EWC on Catalyst switches)

Thanks for the comments. Actually, it required to configure the ip address AP since i only configured the ip address for EWC.

Then maybe you're confusing EWC and Converged access which run on 3850 before Cisco scrapped the whole idea?
https://www.cisco.com/c/en/us/td/docs/switches/lan/catalyst3850/software/release/16-1/converged_access_deployement_guide/m_conAccess_deploy_guide/converged_access_solution_overview.html

But converged access never supported 9120 APs:
https://www.cisco.com/c/en/us/td/docs/switches/lan/catalyst3850/software/release/16-1/converged_access_deployement_guide/m_conAccess_deploy_guide/converged_access_solution_overview.html#concept_EE2ADB184D984E689FADD13B78D14DBA

So something still doesn't compute ...

And for IP addresses - DHCP always comes in handy for APs and then you can use option 43.
