I have a C9124AXE-ROW access point which is not radiating in the 5GHz band. It is associated with a C9800-40 controller with version 17.9.4
Country is MX
I have connected in these ports the antennas (AIR-ANT2568VG-NS) and the port RJ45 in 1GB

Confirming the WLC has MX as the country in the AP join profile?

Try to configure different countries.
I want to eliminate this is due to CSCwi55647.

And they've classed that CSCwi55647 as an enhancement!!
Very irritating when they class bugs as enhancements to avoid having to fix them!
If it was my TAC case I'd be escalating through the account team to get it correctly classed as a bug.

Also, verify the AP Power source to make sure you are using at least 802.3at (POE+) power.
When you use 802.3af to power an AP, both the 2.4-GHz and 5-GHz radios are disabled, and the Ethernet gets downgraded to 1–GbE speeds. The SFP port and PoE-OUT are also disabled.

The access point is using 30 watts, only the 1GB POE IN port is connected
