C9800 No discovery response

8Currently i have 2 WLC 2504 series with below detail :
10.103.255.135 VDC-WLC-02
10.103.255.5 VDC-WLC 
Both controller can be discovered by DHCP Option and DNS

Then i purchase a new WLC 9800 series and this AP Mgmt Interface set to 10.103.200.5 and also purchase AP 9115.
I try to set the primary controller manually to connect to WLC 9800 but in the log i can see both existing WLC is responding but the WLC 9800 not respond to the discovery. Anyone know why?

The output of 'show wireless stats ap join summary' is empty.. so I doubt even if the discovery request from AP is reaching to the controller. Please validate it from WLC GUI >> Monitoring >> Wireless >> AP Statistics >> Join Statistics.
According to your config vlan 200 is your WMI - which looks to be okay. You have SVI of vlan 200 as well. Country looks okay too.

The missing config is the route config - 

ip route 0.0.0.0 0.0.0.0 <GW of vlan 200>

Once you do this, I am expecting the APs to start talking to the controller. Usually people do not keep Gig0 and WMI on the same vlan/subnet as you have done...

Since @Saikat Nandy answer has been marked as solution can you confirm what the answer was @hs08 ?

Obviously for discovery and join to work the first prerequisite is connectivity.  The AP must be able to reach the WLC and the WLC must be able to reach the AP. (ping is usually a good starting point to prove that).
Then you have to make sure you have WMI and trust point configured - these would be highlighted for you by the Config Analyzer (link below) and are covered in the Best Practices (link below) which are well worth reading and checking back on regularly.
