Hello,
I am configuring an ap Air-AP-1852I-E-K9 and it should be configured using the web portal/mobility express, sadly this is not the case.
I have followed the suggestions provided in https://supportforums.cisco.com/t5/getting-started-with-wireless/aironet-1850-as-a-standalone-mobility-express-master/td-p/2817575
I uploaded the image as depicted in the manual of the post above. It says in the "Show version" that
"AP Image type : MOBILITY EXPRESS IMAGE
AP Configuration : MOBILITY EXPRESS CAPABLE"
This is with both following:
"AP Running Image: 8.2.166.0
Primary Boot Image: 8.2.166.0"
and
"AP Running Image: 8.3.133.0
Primary Boot Image: 8.3.133.0"
Attached are "Show version" of both those images
Also I have searched the SSID with 5 devices and have not found it. The light of the AP blinks with red,amber and green
Please help me.

can you reboot the AP and paste the bootup process from console.

Can you reset AP and try again.:
How:
When you are prompted for a username, enter recover-config to restore the factory default configuration.

Now the SSID appeared and I was able to configure the device. After the configs have been saved and device should boot, it boots and doesn't broadcast the SSID I just configured there. The light on the top of the device flickers red/green/amber again.
What could fix this issue?

In the link above it is said that:
"Step 2 Apply power to the access point. See Powering the Access Point.
a. As the access point attempts to connect to the controller, the LEDs cycle through a green, red, and amber sequence, which can take up to 5 minutes."
This has been blinking as depicted for over an hour.

did you save the conifg and enable the wlan on 1852 AP ?
did you configured it correctly:

from AP:

Reboot the ap and watch the boot. You might not have enough power to turn on the radio. I’m running into that with 3800s
