Is also nothing appearing if you reboot the AP while it's connected to the serial port?
You might also want to try Putty or another serial client. Also make sure to have the same options in your serial client.
If you still don't get any characters on screen, it's possible that you must switch the RX and TX pin on the cable.

Regarding your problem, please see here for some theory about serial cables: https://www.cisco.com/c/en/us/td/docs/wireless/access_point/1240/installation/guide/1240hig5/124h_e.pdf
Do you use an original Cisco cable or a third party one?
Do you use an USB-Serial adapter or has your PC a built-in serial port?

Hmm, ok the blue cable should work (if it's the Cisco one, there sadly is no real standard in regards to serial ports...). I suggest to try another PC, or an USB-Serial adapter for testing.
There is a possibility that somebody changed the speed of the serial port on the AP (you can do that in ROMMON). In that case you have to try all the different speeds until it doesn't show any garbled characters.
Or it's possible (but very rare) that the serial port is broken on the AP.
[edit]
Just realized that this AP doesn't have a "normal" serial port.
You do have the converter, like outlined here? https://www.cisco.com/c/en/us/td/docs/wireless/access_point/1300/installation/guide/1300hig6/130h_c4.html
Maybe that converter is broken.
