Cisco Secure Access Control System (ACS) - Delete Template

I have a Cisco Secure Access Control System (ACS) that uses the Cisco Secure Access Control System 5.4.  It provides a separate .csv template for adding, updating, and deleting user objects.  Adding and updating is fine, but when I use the delete template, the ACS unit adds the user objects rather than deleting them.  Does anyone know why this is happening and how I can get it fixed?

I figured out the solution.  The ACS needs to be rebooted for the deletions to take effect.
