- Check performance stats on the hypervisor ,make sure the the WLC-VM has sufficient resources such as CPU and Memory , also look into : https://www.cisco.com/c/en/us/support/docs/wireless/wireless-lan-controller-software/200046-tac-recommended-aireos.html , advising to use latest release possible since AireOS is getting old ,

- As stated consider 8.3.122.0 outdated , check https://www.cisco.com/c/en/us/support/docs/wireless/wireless-lan-controller-software/200046-tac-recommended-aireos.html ,

Yes, I restarted, but it didn't help
Due to the high cost, we are currently unable to replace the equipment

check this thread may help you (virtual or physical same issue)
https://community.cisco.com/t5/wireless/its-very-slow-to-access-wlc5508-by-gui/td-p/3867574
Another Option is, just create another VM with the same vWLC version to see is that works as expected and move any test AP to new vWLC

Like @Mark Elsen has already said 8.3.122.0 is VERY old so you could be affected by hundreds of different bugs.
@balaji.bandi has highlighted the other most likely cause (https redirection) but it be would be surprising if that suddenly appeared now without you changing anything. If you changed something - then change it back! Either way - if you're using https try switching to http for GUI and see if that makes a difference. Obviously your data (including username/password on login) will then not be encrypted so you'll need to apply appropriate mitigation for that.
You have not mentioned your AP models so consult the compatibility matrix link below for which versions you can run.
At the very least you should update to the latest 8.3.150.0 which will support all the same APs as 8.3.122.0. Be aware of the field notices linked below as you might need to change date on WLC for APs to be able to download new image (not fixed in 8.3).
