Here an overview of mobility concept between platforms and release : https://www.cisco.com/c/en/us/td/docs/wireless/controller/technotes/8-8/b_c9800_wireless_controller-aireos_ircm_dg.html#id_85243
Between IRCM code 8.5.182.7 and IOS-XE 17.03.04c, you may be able to build mobility. Between 8.5.182.7 and 7.6.101.1, I'm really not sure.
In anyway, these releases are not the suggested one. You may upgrade to 8.5.182.108 :https://www.cisco.com/c/en/us/support/docs/wireless/wireless-lan-controller-software/200046-tac-recommended-aireos.html#toc-hId--68356249
You'll loose support of old "New Mobility" ("Converged Acess") but as you don't mention 3850 controlers , it should not be an issue.
About 9800, as suggested by others, you may also upgrade to 17.9.4a (suggested TAC release or even 17.9.5). Check compatbility with others services here : https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html#cisco-catalyst-9800-series-wireless-controller-matrix
and upgrade path (intermediate release needed depending of AP models) : https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-9/release-notes/rn-17-9-9800.html#Cisco_Concept.dita_59a2987f-2633-4630-8c7b-a8e8aecdeaf7
Reading the whole release notes is really mandatory.

WLC c9800 AP compatibility matrix - https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html#c9800-ctr-ap_support
Cisco IOS XE Amsterdam 17.3.4c |
17.3.4.40 |
15.3(3)JPJ7c |
Cisco Catalyst APs: *9130 (I/E), 9124 (I/D), *9120 (I/E), 9120 (P), 9117, 9115, *9105 (I/W) *9130 (I/E): VID 02 or earlier *9120 (I/E): VID 06 or earlier *9105 (I): VID 03 or earlier *9105 (W): VID 01 |
You need to upgrade the WLC code. Cisco recommends 17.9.4 + SMU_CSCwh87343 + APSP (as needed) OR 17.9.4a + APSP(as needed) for all deployments.

We have a mix of c9800lf with ap9120i and 5500wlc with ap2700 can a SSID be even deployed between these devices.

It depends of WLC models and software version. You need to use an IRCM code on 550x WLC in order to setup a mobility tunnel with 9800 controller.
Can you share exact models and versions running on your setup ?
